Arcus 2005 is an old application developed by Wielkopolski Urząd Wojewódzki that allows you to collect, store and analyze information about countries, states, cities and so on. It comes with some built-in maps, but it doesn't allow you to calibrate a scanned file. For this purpose, I suggest you use OziExplorer and follow the instructions provided in the Calibrating a Map page. Alternatively, you can follow the steps provided by ExpertGPS.
